Am I suppose to be able to turn my viscous fan both ways by hand? I can rotate it numerous times both ways.

first thing after its been sitting for a couple of hours, it should be stiff to turn for a few turns and then become easier to turn.

as it heats up it should get harder to turn., if you can stop it with a paintbrushes bristles its failing.

If the thermocouple fan fails on the open road, hot day, towing....will it make any difference? Or is it mostly for waiting at the lights....slow moving stuff?

depends on your driving technique, but yes, you're about on the money.

theres enough ram air effect to keep the system operating normally under most circumstances. its when you bog into it uphill or start sitting under 60ish or stick it in low box that you're going to want that fan.

And in that case I could place the fans plug into the AC plug and run the fans with the AC button.

its a little harder than that but the concept is correct.

I ran the "some other D1" with a tdi200 for about 7 months with what would have to have been the cheapest highest fuel saving fan system ever installed into a tdi200 discovery.
