Its a vibration damper, i will remove mine when i next get under it.
Just servicing the old girl (97 300Tdi auto) and checking the ventral side I discovered some loose bits...the lunking great weighty thing at the end of the steering damper was loose....noticed a retaining bolt missing from the steering damper and the other bolt also had made its way out a little.
It has Bilstein dampers all round...I need new rubbers for the steering damper as one broken in half where it was loose.
Q: What is the great counter weight and is it necessary...surely the weight of it would help loosen those bolts.

That probably explains the steering vibration on corrugated roads. If it's not needed I'll leave mine off...darn heavy thing.
The problem on RRCs and I assume on D1s, is that the RH spring can resonate when you are going around a RH curve where the RH suspension lifts as the body rolls. AFAIK that is why it is there to change the resonant frequency of the axle.
This happens especially if lifted a bit, and no roll bar.
A fix if you do not like the mass damper is to push some plastic hose over the spring which is not all that easy, but will stop the spring resonating.
It used to drive me mad on my old 77 as it is quite loud until I saw the fix on a forum many years ago.

With my 3" lift and 265 muds I doubt its doing much , just seems to collect oil and dirt.
