A way to do it if there is no level plug, is to turn on lock and dip it with a zip tie.
You will see the oil on the zip tie. This applies to oil or one shot grease.

Is there a point at which I should pull it apart a renew the lube completely? To confirm - I have no level or drain plug on my 98 tdi. My old rangies had level and drain plugs - made life easier.

IMHO when the seal leaks a lot and particularly if you have steering shimmy at any time, you should rebuild the swivel and replace the swivel bearings as from years of going straight ahead they "Brinnel" or get corrugations where they sit . Tightening them does no good then, and swivel seals will leak in a short time.
I started using one shot grease in my RRC when I replaced the swivel seals.
I had a slight kickback in the steering for years and replaced everything, tie rod ends, steering box, bushes , you name it.
Even though the seal wasn't leaking, I decided to rebuild The RH swivel and found that they had "jacked" the swivel top bearing track on assembly in the plant. ARRRRRRGH!
