I had a guy cut a new blank for mine, I had locked both remotes in the car (don't ask only had it two weeks at the time) and he cut a key from the VIN and we discussed the operations. While he could program a remote or recode a remote he could only do it from his workshop where he had a connection to rover apparently and the VIN etc are used to code it. He showed me the mobile nit he used to program new Ford/Holden etc units and they can be read and coded into a new remote in a few minutes without needing any car info. The rover ones cost him a fortune in time and fees.
The locksmith persevered with the el cheapo barrel from britparts and by leaving out a couple of wafers it works a treat, now longevity will be the question .
