As far as I'm aware a T/timer is not illegal, Leaving the vehicle unattended while running is illegal

Moving more than, I think, 3 meters away from a vehicle where the motor is still running, is the bit that is actually illegal.

IIRC, if the police people wanted to be really really picky, they could do you for not having effective control of a motor vehicle.
