Not saying they are the best or anything just saying I have used them on more than one occasion and never had any problems.
Anyway, if your quote is not from one of the independents then I would be looking to visit one or two for a quote.
If you are going to add a bull bar and winch, you will have to replace the standard front springs. You don't need to worry about the rear as it has SLS.
As Funky has stated, if you plan to get off-road, a 2" lift is a good idea, especially when you will be replacing the front springs anyway.
You can get a +2" SLS lift kit from Tombie2 for under $200.
That leaves the shocks. If money is tight I wouldn't bother replacing them yet. Just try out the one's you have. I found that I had to replace the rear shocks as they topped out, but only in off road mode (in this mode the SLS raises an additional 40mm while travelling under 30kph). The front one's were fine.
This is a good DIY job for a beginner as it's so easy to do.
But first things first, after you get the pump bolt seen to, get an enginesaver or equivalent.
To answer your original question, if the cars in good nick, go for it.

what suspension do you recommend for the front. i am quite a fan of OME
i dont need the winch, really i only need the bull bar for country driving.
with the extra weight from the accessories i have listed, an upgraded ECU and a upgraded intercooler what fuel economy can i expect to get?
i have contacted my uncle and he said that the whistle is coming from the spigot bearing. does this sound right?

No, 6 spacers. 2 under each bag, 2 to extend the brakes lines, 2 to extend the height sensors (includes all nuts, bolts etc).
Some however have installed longer after market air springs, but you will still need to extend the brake lines and height sensors (unless you can reset the heights using a Nanocom or Faultmate or such like).
Most here, go for King, Lovell or OME springs. Bilstein or Koni shocks seem to be popular (and are the only ones I know of that suit the SLS with a 2" lift, although I may stand to be corrected here).

Firstly, Search is your friend :) Type in some key words in the search box on the Discovery 2 forum page, it's quite possible most of your questions have been addressed before.
If the spigot bearing is on it's way out, it can easily be replaced when replacing the clutch AFAIK.
I would also say: don't be too concerned with all the mods you want to make at this stage. Once you have the car all fixed up and on the road you can find out for yourself what is most needed. You may find that you have plenty of height in your suspension for your requirements, but you may also find that you really need that extra bit of power for pulling the boat. We could spend all day telling you different ways to spend money, but you won't know what's most important till you're actually using the car.
It seems that this is a great opportunity for you to get a nice car and gain a bit of mechanical experience at the same time. If the numbers stack up and you have the willingness to do what it takes to get the car in top shape; dive in!

this is what it includes:
Cly head, oil cooler, oil pump bolt, comp gasket set, radiator, sensor, clutch, regulator, gear & trans box seals, drive belts, head bolts, oil & oil filters, coolant, & labour.
Does not include water pump, coolant out lets, hoses, oil lines, orings,
same gaskets, turbo, tensioners, timing clain, injectors, wire harness,
front & rear motor oil seals, etc.
is there anything else that i should get done to the engine/car while i am getting the work done?

i found out that the fuel pump, airbags and compressor were replaced 3-4 years ago
