You are correct - no cdl in the 99 D2 (including in low range) but the internals are fitted to the transfer case and can be connected up with a kit. 80 series does not have traction control and their system is an issue if you want to go into low range and not have cdl on. Personally I would get the kit in if you are intending a bit of offroad use.

The sound and noise of ABS, HDC and TC is all normal - all vehicle types with the the same systems make the same sounds it is the pump and shuttle valves all doing their stuff.

You are fortunate as I have an 02 model which had no CDL at all! I'be since fitted a CDL out of an 04 model and enjoy the best of 2 worlds with a centre diff lock as well as traction control. Yes Haa!!

With the '99 mod you should be able to engage the CDL manually with a 10mm (from memory) open end spanner.If you slide under you car on top off the transfer box, on the driver's side of the front prop shaft there should be a spigot sticking up with 2 flat sides, (feel around you'll find it) put your spanner on it and turn it about 1/4 turn towards driver's side, you should 'feel' it lock in to a cam. Jump in turn on ignition and you should get a red illumination top left of instrument display...CDL on, when you finish playing just roll under and turn spigot back. This will give you a temporary way of engaging till you get it sorted

Manually engaging Difflock is a job for the apprentice, they can lie in the mud and dirt.

I got quoted $800 for the parts alone for the CDL (+ Labour!!) so my next question is what would be better, money spent enabling CDL or ARB air locker on the rear???

There is a guy in Poland selling a kit similar to the Ashcroft/DiscoveryTD5.com lever on eBay.

Looks like a nicely made part and a lot cheaper than the $800 you've been quoted. I have a DiscoveryTD5.com lever and it is very similar to the once shown. I think another forum member has ordered one of these Polish levers.

It's really only an afternoon's work to fit.

G'day Dan,
As some have said the internals should be in your transfer box for locking it.
Look for the 10mm nut as mentioned.
If it's fitted all you want to do is activate it.
Some use d1 shifters, see www.discovery2.co.uk/Factory Diff Lock for pictures and a how to fit(Thanks UP).
There are some electrical activators around also.
I fitted a LRA(Les Richmond Automotive) cable for activating the centre diff lock CDL kit.
If your handy on tools you should be able to this modification, it's bolt on stuff.

Don't confuse the term "diff lock" as used(poorly) by Land Rover for ARB type diff locks.
Locking the centre diff(transfer box) is allowing the same drive to both drive shafts only.
Not cross locking an axle as an ARB/E'Lock/Detroit would.
With the centre diff open and a front wheel off the ground all the drive goes to this one wheel, even if a rear ARB diff lock is fitted.
The T/C will help but not as much as locking the trasfer box.

I would( and have) look at locking the centre diff first, as your dads D1 does.
The T/C will then get you past where he can go
