It didn't work with mine either. I wonder if somehow you got one of the "police" spec instrument clusters installed in your car from the factory by mistake.

Don't know. Mines 9/00.
Arrrggghhhh:mad:
Someone must know?
Might be time to ask some of the foreign landy sites. Maybe they actually use the setting.
Trouble is, I don't speak Italian, I know they use LR cars over there.

Hang on, your a goddamn walking encyclopaedia. So much so that if our lives were on the line and the fate of all relied on you, the bad guys could sit you in a chair, strap your nuts to a couple of electrodes and test you on your specialist subject, 'Landrover Discovery 2 technical manuals, and associated updates, 1999-2004", and we would expect to walk out alive. How do you not have the answer to this?.:o
Google to the rescue.
This is off a uk forum:

OK guys, tricky one here.
I have an Ex Heathrow Police Discovery - at least I think it is. I want to do some more investigations on this as LRO have expressed an interest in writing up about it.
I'm after some advice as to how the extra lights and siren would be wired up. It is currently equipped with blue strobes and red grille mounted flashers on the front, red flashers on the rear and the headlights flash alternately when the strobes are on just as they do when the police are chasing someone down the motorway. It also has a fully working siren (well it would be if the fuse was in there) The only police item that is no longer there is the lights on top.
Currently this vehicle has a 2nd battery with a dual charging relay. In the fullness of time I would like to disconnect all the extra lights and remove them. The two blue strobe lights on the front would ideally be replaced with driving lights. I want to keep the 2nd battery and the dual charging system but would like to move the 2nd battery from the boot into some spare space under the bonnet.
My question is where the hell would I start?

300 or TD5???
just noticed on your vehicle list its a TD5.
The TD5 has a Police spec option in the BCU (body control unit) this option when ticked enables various lighting functions, such as alternate flashing headlights etc.
They may of wired everthing into that BCU option.
Dont forget the blue flashing strobes etc are not legal

The key thing there is the headlights flash when the strobes are switched on, so that suggests they are conditional on another switch being on? I've had a bit of a play with nanocom and can't get the flashing headlights going. I switched the market to GB in the alarm section just in case but that has no effect. It might be that the strobes are hooked up to the front fog lights but as I don't have a switch for these I can't test that theory.

IF they worked like that would be handy for wide load escort use! :D
