The ecu upgrade was done professionally so I hope that it was adjusted.

Yes I hope it is something cheaper, I forgot to mention the Turbo modulator, these can fail causing low power and high fuel economy and as mentioned above by someone, the wastegate may need adjusting to increase your boost slightly, usually about 2 full turns will be enough, just because a specialist did the upgrade, doesn't mean they touched the wastegate.

No sorry, but if it has been adjusted, it will have a mark on the thread and a mark on the knurled nut to line it up so as to count the turns, been a while since I sold the ol' girl.
It's an easy enough job to do, and if you want as much boost as you can, wind it it out 2 turns, then you keep winding by 1/2 a turn and each time going for a drive, (revving out as far as you can) until it over boosts(ECU will stop it going too far) then back it off 1/2 a turn, that should have it at it's max boost so it won't go into over boost.

Just to add to my comment, Ive noticed with my td5 that boost levels can change a little bit with atmospheric conditions ie cooler temps vs hotter temps. I have set mine so it runs well all round, although I did muck around with the car thinking there was something wrong with it from time to time as temps can change the performance of the car.
hope this helps
cheers

Thanks for your help guys. Had it plugged in and everything looks fine on that front, so I'm thinking it may be something TC/trans related. It has the feeling something is holding it back, like I'm always towing a loaded car trailer. Also the shaky unbalanced feeling may also be the engine mounts showing signs of wear.
Once again thanks for the help.
How did you go with this?
My wifes TD5 went from 13L /100 to 20L /100 in this last tank. Only got about 500 ks to the tank. Everything seems ok.
