From memory,does the horn work as i believe it is the same fuse.
Just checking you have the correct fuse.
My cruise control have **** itself recently. Checked fuse and connector, all seem to be in good condition but the only problem is not locking at the speed at all. Anyone have similar drama before, mind to share some experience how to fix it?

The horn actually works. Is the any procedure to trouble shoot the problem?
forget chasing the electrics, and have a look at the actuator in the engine bay, drivers side it is probably the little length of hose that comes from the bottom of the pump and feeds on to the rear of the actuator bellow nipple at rear, they perish and are a PITA to get to , but with nibble fingers it's doable, but as I said a PITA. I know of a few and I also had that hose crack with age and CC was not functioning
The RAVE cd has a section describing in the ECM area I think how the cruise control works and what conditions must be met for it to function. This is your checklist for fault finding.
Eg: I seem to remember if the brake lights are not working the cruise won't work either.

2003 D2a TD5, ACE, SLS, Vienna Green.
X2 rover lord. That is assuming you have a V8 and not a td5.
If its a td5 then you need to plug in a nanocom or equalivent to see what errors have been logged. The diesel has a totally different system to the V8

Had a similar problem recently. It was a dodgy brake light switch. The brake lights were on all the time.
Mine is a TD5.

With a TD5 it is all electronic, there is no Vacuum system as seen on the V8's.
Check your fuses is the first point of call. I lost cruise a while back and it was a blown rear brake light fuse. Can't remember the position but it is a 15 amp on the fuse block under the steering wheel. There will be other fuses which are involved so look at any which could be part of the circuit.
After that the next step is to plug in an electronic diagnostic tool (ie a Nanocom or Hawkeye) and see if there are any errors logged. Early in my D2 ownership cruise stopped working and I found an open circuit error logged which appears to have been caused by some residual oil in the ECU loom. Appear is the operative word as after cleaning the red plug on the ECU 8 months ago it hasn't reappeared touch wood.
If you don't have a Nanocom or similar have a look at the sticky at the top of the D2 page and see if there is someone near you who had one and may be able to help.
