its been bent or one of the pistons has gone oval shape from being side loaded while in a semi extended position.
Drain all the oil out of it, open the return valve, raise the piston by hand extraction and then see if it collapes downwards smoothly. Repeat the process while turning the lifting head.
it is also possible for the seal support to have gone to a gooey consistency and be wedging themselves in the tolerances between the walls of the jack.
