Hi, the simple things first(provided the radiator is not clogged), not necessarily in this order:
1. put a new tank cap and tighten it well after you refilled the system, it must keep constant 1.4 bar there otherwise it's problem but i dont know how to rule it out other way,
2. new thermostat would be good too to be ruled out as well
3. when the engine is at operating temp(gauge at the middle) try to stop the viscous fan with a rolled newspaper or something as to protect your hand... you must not be able to stop the fan easyly if it works well and locked on warm but if it's freewheeling it can't provide enough cooling effect
4. if you open the bleed screw with engine running and rev it a bit the coolant must squirt up quite hard if the pump is good...though usually when the pump fails it leaks bad
if no joy with these things take it to a coolant sniffer test to see if it's HG failure or not
