Install spotlights directly on bumper? has anyone done that?
Got a pair of Hella 500 spot lights and was wondering if I can drill the bumper to install it (without any kind of mount/bar)... has anyone done that?
Also, do you guys think that a nut would be necessary? Don't want to remove the bumper

Plastic is only a skin, so you'll have to drill through both plastic and steel layers.
May need a spacer to stop the plastic from cracking as bracket is tightened, especially due to plastic's age.
Bumper will most likely have to come off....

If you really don't want to remove the bumper (why not??), then one of these may be the way to go:

X Bar - Universal Light Mounting System
I'm not a big fan of them but I've seen plenty of cars locally with them. If the lights shake around, you'll have to fit a brace too.

I bolted a lightbar into the bumper. Have to make sure you leave enough purchase on the steel bar under the plastic. Definitely use a bolt, but I ended up taking the bumper off to do it.
Plastic is now cracked around the holes, but as bumper is rooted anyway it doesn't bother me.
Mount is solid enough there is no movement that I can see.

I went with the X-Bar on my old EB Falcon. Did that more than 10 yrs ago and it was still going strong last time I saw it - my mate now owns it.
