Quite possible if there is power getting to it that the coil in the clutch are had it. That is what cause the clutch to magnetize and engage. They are not hard to remove, just a bolt in the front and the pulley and clutch is on a keyed shaft. They can be tight though! Before you take it off runn a 12v source to the clutch direct from the battery, just to rule out low voltage problem.
