As Graeme suggested. check the waste gate modulator.
We have had a couple of customers with no power on hills and it was the waste gate modulator.
Pretty common part to fail. We sell heaps of them.
Check for split or detached hoses to the modulator first .

I bypassed the waste gate modulator.and now have power and no surging at the present time , now with the waste gate modulator.bypassed will it do any harm to leave it out of the loop, pro and cons

Order a new one , until then shorten the wastegate rod knurled nut by 3 turns this will bring the boost back up ( and keep egt down ) until you get the new one , no damage will be done that way.
Or just drive it as is as it wont take long to acquire a new modulator. The ecu will take care of fuelling using the MAP sensor, as it did to cut fuel when there was excessive boost. TD5 Defers didn't get the modulator.
Turning up the waste-gate actuator rod prevents the ecm from reducing boost to 1 bar on hot days when the air isn't cooled sufficiently by the i/c.
Defers run a boost moderately higher to compensate for the lack of modulator , no harm will be done at all if it runs around 1.2bar on a hot day as the air is less dense anyway , the only outcome will be a more responsive engine with lower egt's , it takes 5 minutes , still cuts fuel if too high unless a boost box has been fitted
Defender also runs a much milder state of tune...
This disco will still make as much boost as it would with a modulator, just not in the lower rpm band
yep , and in the lower rpm band is where you want it to overcome lag etc. To the OP , this is what I do with them if I don"t have any here and I"m sure Australia post use camels in this part of the country,so it takes a few days to get here. you might be lucky and have one round the corner where you are. I don"t like the lag which can even be dangerous if your not expecting it , its up to you whether you do it or not but you will not do any harm in the short ,or long term which is I think what you wanted to know
further to this post have the new modulator installed and all seems to be working fine
i have one query since i have done it my fuel consumption is up by around 10%
only thing i did was clean the airflow meter with an electrical contact cleaner , not mass air flow cleaner, will this have make any difference and if so is it to late to clean it with the right cleaner,
There is no fall off in power and no black smoke out the back
