    A couple of reasons possible.
1/ Blend motors not working - electrical circuit.
2/ Obstruction of the blend motor mechanism - linkage fail or obstructed possibly, from some additional accessory wiring etc.
    3/ HEVAC control ECU fail.

You might also check if there is any gap in the ventilation piping in the engine bay, which is letting in hot air. Our Defender has this problem. I must get around to fixing it.

    No aircon

No. Clutch engages and spins compressor. Engine just rebuilt (V8 slipping sleeve problem) so maybe installers goofed. However even without aircon I would have thought fresh air should be able to bypass the heater core.

Does the hot air come out of all the vents or just certain ones?

The coolant flows through the heater matrix Full Time and the temperature is controlled with various flaps to allow hot or cold air flow.
If your air con is working and yet you still have only hot air coming through then I would be investigating why these various flaps aren't operating correctly.

Just to cover off the simple things that are sometimes easily missed. Is the econ button pressed, it will display econ at the top left corner? Because if it is the aircon compressor is not turned on.

Also if the aircon is working you should be able to see the clutch on the front of the compressor spinning with the pulley. When the econ button is pressed the clutch will disengage and only the pulley will spin.
