    Don't use sandpaper and the abrasive embeds itself in the copper, isn't conductive and destroys the other contacts.
    Sorry, I have to dispute this. For more years than I want to remember I have maintained copper DC motor commutators. Sandpaper is the recommended and accepted way to polish a commutator, even if you have the correct brush bedding stone. It is also used to shape the brushes to assist in bedding in. There is very little difference in the copper material used in a starter solenoid.

    What you DO NOT want to do is use a carborundum based material. Some very fine grade papers are acceptable, but you do run the risk of embedding small hard particles.
