Is 0.58 bar turbo pressure at 3000rpm about right for a Td5?

I know you said you changed the wastegate modulator, but the problem sounds exactly like a modulator issue. Was the replacement new?(this is KAOS here, and we don't assume! [biggrin]).
To be sure, to be sure ... I would suggest you at least try a modulator bypass, just to see if it will give you more than 3K revs.
it may do so once maybe twice, then overboost and reduced power again, but turning motor off and back on again I think resets it you you may get another test shot to see if you get better boost AND >3K RPM.

Another thing I was thinking about is that when you did replace modulator, you connected the correct hoses to the correct ports too?(see the previous KAOS comment re assumptions).
Assuming that all was done correctly too, have you checked the hoses to and from the WGM for leaks too?
( I did read the whole thread again, and you said you checked silicon hoses, etc, etc. .. but not specifically the WGM hoses. )

Have you changed the injector harness? And checked the wiring around the ecu?

Thanks for suggestions...WGM has been replaced and by-passed and WGM hoses checked for leaks.

Injector harness has been replaced and oil cleared from ECU wires and ECU itself.

Have you tried an stock map , you can get an wizard and the nanocom can install it for you

I've had stock, TRS and now Storm maps, so I know the ECU isn't the problem. But I also know that the Storm map has awesome potential once I get the revving issue sorted...they seem to have achieved the holy grail of power, economy and no smoke...although I've only been able to access that performance up to 3000rpm thus far.

I've probably suggested to check bump clearance and cam timing before.
Pull the rocker cover, and check both.
With the cam timing, rotate the engine until the slot in the cam is lined perfectly with the hole , then get underneath and look directly up the crank locking hole , you should see the slot in the flywheel is exactly in the middle, if it's not then you'll need to adjust it so it is.
If you're not sure how to do this and you don't have the manual / rave etc , let us know so you can be guided through

Could the Throttle Position Sensor be at fault? Ecu not seeing full throttle?

Data logs showed all ok with tps from a quick look the other day iirc
