The answer is: When the recirc flap is stuck halfway open external air pressure on the front of the vehicle will simply push external air into the hvac box then exit the grille in the cabin behind the glove box. This is irrespective of any settings currently set on the hvac controls as the heater and ac core is bypassed.

Thats why you can have heated air on the drivers side and cold external air ( and mice!!) coming into the passenger footwell area. It appears to come from near the slabs.

Remove the glovebox and all will be revealed!
    Cheers

To answer Dave’s question, no, hot air is coming out where you have circled.
It seems like Simon’s explanation is on the money. The cold air is only there while the car is moving.
On the weekend I plan to follow Simon’s instructions if I can find the time. Things have been pretty hectic recently.
    Appreciate all the replies.

After your explanation this now makes sense.

As for mice, I know all about it. On my D1 a few years back, my heater fan develeoed a vibration on speeds 3 and 4.

A couple of days later the smell of dead mice appeared.

    Dave.

I was asked " Is it ignorance or apathy?" I replied "I don't know and I don't care."
