I replaced the MAF because the readings were low. New MAF readings are still lowish. The car has a snorkle that I have checked top and bottom for blockages, all o found was insect remains in the screen at the top. It has a new filter.

Update.
Got sick on working on it. Wife booked what is 'her car' into the dealers in a few weeks time.
Meanwhile, she towed the horse float with one dirt bike in it and as long as she keeps the revs down it pulls. So I'm thinking ... could this be de-lamination of the turbo pipe?
Looking at the nanocom file posted here, it runs fine till the air flow ramps up, then the pressure returns when they drop.
It's quick to check.
Pull the hose on the turbo side and it will look like this.

while you're waiting for a replacement hose, just gut that section of hose - it has already delaminated so ithe inside of the hose will come out easily. Here you can see the insides pulled out and then reinstall the hose. Replace when the new hose part comes in.

Bosch Boost Pressure Sensor 0281002205 | Run Auto Parts
Get the bosch unit, all you need is 5 minutes, 1x 8mm spanner and a small flatblade screwdriver.
So because I hate finding a thread with exactly the same problem but the guy failed to say what fixed it, here is what fixed it.
The original problem. was surging on loading the engine while towing.
1. Replaced Turbo Modulator. Fixed surging, but power down while towing, like no turbo. Unloaded it was noticeably zippier though!
2. Nanocom said MAF reading was below spec and "Driver Demand Error #2". Replaced MAF. No change.
3. Cleaned MAP sensor, it was really dirty, no change.
4. Tested Turbo gate pivot and actuator, working fine.
5. Replaced Brake sensor as possible cause of the error. No change.
6. Recorded Nanocom file to find that it went to Max Boost then to Zero, returned to boost when returned to below 1.3 Bar.
7. Removed and inspected air hose on both sides of the turbo for de-lamination, both were perfect.
8. Played with different arm settings from 11 threads to 16 to see if over-boost could be stopped, made no difference.
Waited a month to get it looked at by Land Rover specialists.
Rang and told me that they discovered that I had installed the Turbo Modulator incorrectly, two of the three air lines were reversed. That means that as soon as it got to max allowable boost, it dropped all boost!
My fault. Sorry Disco for cursing you.

Yes we have it back. With everything set to spec, it is not as nippy unloaded. I think that the modulator is doing some modulating even at lower pressures.
The wife has towed an empty horsefloat and she said it is pulling now, the higher revs actually make higher power. But she was not raving about it.
The original MAF was reading low 30's, new one is mid 30's so still not as high as I would like. I will hook up the Nanocom when it tows next, next week to look at it all including the MAP. I am curious too.
Oh, my turbo modulator is bypassed.
