In Victoria a P plater can stream music or use navigation bluetoothed to the car IF the phone is in a commercially designed and manufactured holder, and the play/navigation is setup before the journey is started.
The P plater cannot touch the phone whilst the car is not parked It is recommended that the P plater does not look at the phone, but uses voice directions.
If the phone is in your bag in the boot, then that's illegal.
The newish Victorian distracted driver rules are quite interesting, in that you cannot scroll though menus on phones or inbuilt devices, even fully licensed drivers.
This would make driving most modern cars interesting, I joke with a friend that he is not allowed to turn on the wipers in his Tesla while driving.
Simon, it's a legal requirement for the driver and pilot of an oversized load, to have electronic communication. That pretty much mandates both drivers use the UHF.
