No... When running empty up top it makes no excessive noise but you know its up there... But then the Disco is hardly then quietest brick to push through the air anyway!..
I find all my excessive noise comes from the contents of the car that are using the seatbelts!!!!
My load layout up top is what has caused me noise factor as such... Due to the load I put up there I can't really adjust it much. I may try a wind deflector but I prefer the 'look' of the basket stepped back from the front end... Also stops the window washer juice flowing onto the contents as well..
I have been in a Disco without the bars and a full rack up top and the noise is the same...
Either way you go... There WILL be noise from uptop mounted goodies...

I looked into removing my roof rails in 2002 when i almost picked up an original Safety Devices Disco 2 rack (which were used for the Camel Trophy vehicles) and again recently for a Tradesman Disco 2 steel rack (which they build after you place an order). Both of the racks i looked at have the dipped front.
After checking around the outcome was that almost the entire interior roof had to be removed to unscrew the rails so that you could remove them. You would also need to find a stopper that you could successfully insert into the rail holes ensuring that they are completely waterproof so you don't suddenly have water soaking the interior.
I asked Land Rover if they manufactured or could recommend anything that would do the job and they had no answers.
I look back now and wish that when I bought my D2 i should have got one without rails. Saying that I’m still thinking of pulling the roof apart early next year so I can finally get the rack that I want.
You will be very hard pressed to find a D2 without roof rails, mine is the only one I have seen without roof rails. Try google-ing discoweb, they have a set by set guide on how to remove them.

Repco has 40% off ROLA roofracks currently... in most Sydney stores at least. Picked up 3 heavy duty bars with legs for just over $210 the lot for my Disco.
Add mine to that mate - the poverty packs didnt have them. I quite like the clean look and that when the Rhino's are on there is nothing underneath. And I like not having leaks in rain....(like my mates 4 month newer 02 D2a which is leaking around the roof rail grommets!!!).

The safety devices and tradesman racks can be had to fit with roof rails.
And remember the plugs you put in the holes will perish in 1-2yrs.
