I did mine not too long ago. Mines got 205,000 km on it and is 10 years old now so I thought I get it out of the way.
I got the Dayco belt kit with water pump, idler and tensioner from ebay as well as a new vibration dampener and a aux belt (all Dayco). Cost me $480 all up with delivery from the EU and took 4 hours all up with the B service and auto gearbox oil change. Oils and filters were another $200. (The only thing I didn't do was the Haldex service, but when I find the oil locally I'll do that next)
Any generic timing tool kit has the 2 pins you need, one for the cam pulley and the other for the flywheel when you pull the starter out. It's a pretty easy job and Dayco even have a YouTube instruction video for the Freelander 2 TD4.
$3800 for the job sounds extreme and even $2500 is a bit rich, but I do all the work on my cars myself and have not been to a dealer for over 15 years so I don't know what people are getting charged these days.
