There are some studies done back in 2008 by Monash University where they mention speed limts of 30KPH were introduced in 2007 in Stockholm.

I wouldn't have a problem with lowering the speed limit from 50km/h to 40km/h or even 30km/h in suburban streets.
Kids and animals are unpredictable. Half the time I only tootle around the back streets of town at 40km/h anyway, too many kids, too many elderly that can't hear/aren't aware, horses (being ridden) not to mention dogs, etc.
I'd rather get to the next job 30 seconds later than wear Mrs Jones little Johnny on my bullbar or have Sue's Grandma as a new bonnet mascot.
There is a 50km/h limit down the main street in town here too, unfortunately hardly anyone goes at that speed as it also happens to be the New England Highway.
I've seen far too many near misses as elderly residents try and cross the road to go to the supermarket and nearly be cleaned up by a B-Double that is doing 70km/h that just can't stop.
Of course the RTA wouldn't install the speed camera where the shops and pedestrian crossing was, they installed it at the base of the range 1.5 kays away where the speed drops from 100 to 50 and they could generate the most revenue.
This was after repeated attempts by council and various community groups for the camera to be sited where it would do the most good.
The elderly and kids have much worse awareness or ability to judge the closing speed or distance away of a vehicle, hell, most elderly people are deaf as door posts anyway. How big a deal is it to go a little slower ?
On the open highway raise the limit to 120km/h IMO, 100km/h is nanny state stuff, but around town, yeah, I reckon a lower limit (if people obeyed) would be better.

Rick, your point is valid if:
a) the authorities can enforce the law
b) If the drivers are responsable enough to obey the rules
c) The idiots which are not intelligent enough to see the danger of driving fast in this areas will still be driving at speed that are not safe enough for the road conditions. They shoul drive slow in this areas regardess the law or speed limits imposed.
I reckon the speed limits in Europe are quite good. Usually faster on the freeway and slower on the the secondary roads and towns than we have. Where we have 100kph on a secondary road they would probably have 80kph. Roads such as the Hume Hwy should be 130kph IMOH. The speed limit on the open road in Sweden is 130kph. The country with by far the lowest road toll per capita/vehicle/kilometre (all categories) in Europe is Holland, probably because its like a giant parking lot so speed limits are pretty irrelevant. There is usually only one speed, slow, which sort of makes a case that speed kills.
