It's quite apparent to me that the Disk clearly shows a set of Fog Lights as they are supposed to be, OFF.
The Pictogram to the right shows how the Fog lights when ON spread light rays in errant directions, dazzling other spacecraft drivers.
Below that is a standard Police Speed camera with a BSB and Account details to pay the fine to the right of it.
The saw tooth graph obviously represents revenue raised by the cameras at Christmas, Easter and Queens Birthday Long Weekend. The ubiquitous previously mentioned How-To-Use-A-Roundabout diagram and
finally a ECG readout from Australian voters.
