At just under 70,000km the timing belt is not due to be replaced by the service schedule so unless a change of belt has been negotiated as part of the price then there is no reason for it to be replaced. The dealer should repair the oil leak.
PS`- in the UK the belt is to be replaced at 75000 miles - so in the 110,000 - 120,000km mark but personally I would not like a rubber belt to go that long and do it a little earlier at around 100,000km.
