It is. But you will find small businesses in that part of the world get along just fine because they mostly operate outside the bureaucracy. Unlike in the West where everyone gets tarnished by Big Brother's gaze, in these communist countries the State is mostly only interested in the big stuff and government sanctioned enterprises. So long as you don't break laws, they couldn't really care less.

its not such a big deal, depends on how fast paced your life is. when I lived in Darwin it was not uncommon for a truck ie roadtrain to come to grief on what was called the 87mile jump up, blocking the Stuart Highway for sometimes over a week, trucks and cars would line up for miles and out would come bbq's, campfires would be lit and no-one really seemed to mind too much. I guess these days some pompous bastard would want an in vestigation.....oh here we go.......

I'm in lack of words, really. Makes me feel silly for complaning about traffic in my city.
