I think the comment about dwindling usage would be more about the increase in uptake of satelite phones. If travelling outback I would carry a sat phone in preference to a HF for emergency use, mostly because I woudn't ned training in how to use one. The RFDS would know how people contact them.
But barely mentioned in this is that once more Telstra are pulling a vital service from the Bush. It's clear that THAT is the problem, not the volume of usage.
