You can easily check the spark by removing the plug & holding the spark plug against the cylinder head & pulling the starter rapidly- there is no compression so it will spin over fairly quickly.
Its unlikely it will ignite the fuel vapour, but it can.
It needs to be a healthy spark, its not unusual to get a dud new spark plug.
How old is the fuel??

You say the primer bulb isn't pumping a healthy quantity of fuel ... is it aerated ?

Check for failed (cracked/split/perished) fuel lines.

Kev,

Yes it is aerated and the fuel is moving through the lines.

Fuel is only recently mixed so not old.

Will check the spark plug first and then the carby.

Franz, check the spark as DeeJay said.If the spark is poor or intermitant it may be the coil.
Also if u pull the muffler off & squirt some areostart into the exhaust port after pulling the piston down to BDC, If u have comp & spark it will fire. If it pitters out u proly have a fuel prob. Check carby, filter & fuel lines.
