    Behind the priming plate, there is a small gasket which often breaks (between the priming plate and the carb.

    Replace that, your problem will be solved.

    My mower is female. Just needed a bit of attention and she is good to go again.

    Did not get to spray the carbie cleaner. Tonight when I got home from work I was getting ready to pull the carb off again to do the carbie cleaner thing but decided to give it another go. Filter, primer etc was off, stuck something in to jam the throttle open (or is it closed?), pressurised the tank to overcome the in ability to prime, sprayed some RP7 down its throat gave it a pull and it started and kept going. Stopped it, put it down, started mowing just to make sure it was going to go under load. She is a goer again.

    Just needed a bit of attention, did not even get to freshen up the fuel.

    The surging is the throttle bouncing on the little spring loaded linkage that dissapears under the rotating parts under the pullstart. This linkage either moved by the air moving fromt the rotating parts/fan or is centrifugaly loaded, in effect it is the automatic throttle control. As the mower slows due to load it opens the throttle to compensate for the extra load. The appaprent loss of power might be my spring has streched alittle. Slight increase in tension and the mower runs faster (more power) and does not surge.

    Just need to put it all back together with a new filter and the new gasket that I got for between the carbie and air filter backing plate. Now that she has had a birthday she should be good to go for the summer.
