Bound up OR on full lock.
The rover design only has lock stops on one side of the wheel (so one wheel is always limited by the track rod). IRC there were people who were breaking bells and/or popping out balls at full lock offroad. The thinking was that under certain situations the track rod flexes enough for the CV to turn more than it should.
Either way, IME, breaking CVs in an unlocked vehicle is much less common than breaking CVs in a locked vehicle.
