How many times have the ADF spent more time and money (WOFTAM more accurately) modifying bits of kit or trying to marry up disparate systems than it takes to design something from the ground up!!

Probably why we are always fighting this years war with last wars weapons as by the time the weapon system is field tested and battle ready the conflict is over.
Even the Germans in WW2 had the same problem and if they had been able to produce and deploy their wonder weapons in 1943 instead of 1944 things might have turned out differently for them.
Americans spend billions and are always over budget and over time take the F-111 but then it lasted 30 years in front line service and still can't be beaten for its design role by it' s replacement.
