31" tyres: Rubbing and TDi economy when fitted?

I could be wrong, but your 245/70 x 16 kumhos should be about 29.5". How come they rubbed initially? What did you do to stop it?
Does anyone ever have trouble with the tyres rubbing anywhere other than the guards, i.e. steering components etc.? Guards can be easily modified by the looks of some of these threads - hardware not so much. What offset do the rims need to be?
What economy do the TDi's get with the bigger tyres? I understand that the norm is around 9-L/100kms... What do you get?
