The only other vehicle i have seen that far out was also under water,I don't think that any of the council workers would have told him it would be all right as they nearly all use that ramp themselves.It is not a council ramp it belongs to the gov't,however council sometimes tries to clear the rocks etc washed onto the ramp when asked to by the gov't.The workers have all been instructed by managment not to attempt to pull out bogged vehicles anywere as the risk of being sued is high if you damage another vehicle.Yes he should of waited till the tide came back in.Hindsite is wonderfull:D
