Many feel he could have done a much better job, but thats what happens when there isn't really an opposition to keep things competitive.

The Sydney olympics were initiated and secured by a Liberal government under Greiner and Fahey (remember Fahey doing the jump when Juan Antonio annouced the olympics going to Sydanee) and inherited by Carr as a done deal. As for doing a lot for the state, it was the Carr Govt that ruled by press spin from a huge PR factory and basically let the infrastructure of the state erode down until it was about to fail and when such was about to become public knowledge he suddenly upped and quit and left his successors to deal with the stuff flying off the fan.
