Refusal to provide details after accident. Is it a crime?

It is a legal requirement in all states to give your details to other parties if you are involved in any incident and the details are requested by either party, even if you are not at fault.
I would give the details and a description to the police immediately as she is obviously hiding something. Probably no licence, rego or insurance. I would have called police to the scene as she has broken the law by refusing to give details.
There has been damage estimate values set as to whether you have to report to police, but discussing with police it is better that you report all as often these days vehicles are written off with little damage. All write offs must be reported. Any incident where someone is injured or likely to be injured or suffer ongoing injuries not immediately detected must be reported.

The thing to keep in mind if it is a modern vehicle is, although the outside plastic bumper skin may appear to be intact and undamaged, quite often the case is the mounting mechenism behind that is designed to crumple is deformed, and it's effectiveness will be reduced for the next incident.

To the untrained eye, there may ot be damage at the impact spot, but further into the vehicle there may be.

Get it checked out. $2500 doesn't take long to add up on new cars.

how are you going to sue if the next day you are suffering post trauma whiplash to the neck if you have no details

One of the few things i like on modern phones is the camera which is perfect for these situations.

Not entirely true, they advise you to report it, but police attendance is not needed for minor bingles under a few grand.

I would report it, just be careful, I reported a woman for hitting my car years ago, not enough damage to warrant repairs just a paint scuff, how ever it turned out she had been reported for traffic issue by a few others and the police gave her a warning, and under freedom of information they gave her my name, and her husband took it upon himself to call up and abuse my mother and then me as we were the only JSP's in the phonebook.

Unfortunaly not only does she have to give you her details but it goes in reverse too so the police had no choice:(

Your insurance co. will want the police report number. So insist the police record your complaint and give you a number. Take note of the time, location, service number and name of the walloper you report it to.

I would report it as has already been mentioned. Next thing you know you will end up being sued as your car reversed into hers causing whiplash injuries and damage.

Not quite right, I think. If anyone is injured, I think it has to be reported, whether there is damage or not.

Yep, a very important point.

Most collisions are divided into Major and Minor categories. Although Police are not required to attend/record/investigate the Minor ones, I'd always insist they do. You're seeking help, and they should be giving it.
