If so the thermostat is often the problem,particularly in cold weather.Give it a sharp hit,on the knob, with the handle of a screw driver as an example,sometimes that is enough to kick start it,then you will know what the problem is. It's definitely the thermostat, probably best not to reveal too much on a public forum.
Turning the timer no luck?They usually get stuck on defrost when they fail.If it is new should be fine anyway. Diagnosed and replaced the timer a couple of years ago
Fan not going in freezer section?This points to defrost timer or thermostat,as long as power is getting into cabinet.
