Electrical.
Without the back story (which I will tell later, but I don't want to bias any answers):
Would you classify a vehicle (Freelander TD4) fuse box as an electrical component or an electronic one.
It holds relays and fuses, but of itself has no moving parts or circuit boards. It is the one mounted under the bonnet.
Electrical.
If you don't like trucks, stop buying stuff.
Probably electrical. However, it could contain printed circuit boards like that of the P38A. Here's an interior pic of mine:

Electrical.
Having a printed circuit board does not make something electronic.
Being simplistic you need active components to be 'electronic'.
Things like fuses, relays and resistors* are 'electrical' or 'electro-mechanical'.
Things like transistors, diodes and microprocessors are electronic.
*Some modern forms of resistors are probably getting a bit grey as some are not traditional passive devices.
Its full of smoke and mirrors just like an auto transmission.![]()
its for that reason that I cover if Im billing for an electrical or electronic repair thusly
If I HAVE to use the soldering iron I write it up as electronic If I can fix it with the use of any other electrical repair means (crimping) but choose to use a soldering iron then its an electrical repair
heres an example that swings both ways depending on how the customer wants it done.
Patching the bypasses onto the later D1 Spider is an electronic repair
Doing the same job by simply removing the plug and pinning it out with jumpers is electrical.

Originally being a 'boffin' myself, we always made the distinction based on useage.
Electrical implied that the use was to move or provide power (electrical energy) whereas electronics was to move or provide information.
I have lived by this as there are few exceptions although cross over is now common. This is also why electrical/electronic engineers cannot generally obtain electrical licences and electricians generally can't do data or fibre.
FWIW, this is also the reason I don't like mechanics fiddling with automotive control systems (CAN buses, OBDII, ECM etc)...they are simply the wrong ticketed trade as these systems are for moving information. I am surprised the communications type unions don't kick up a fuss.

Its ok, I have Thermal Imagery to see through the smoke and a biiig hammer to break the mirrors
heres what you see when you look through the smoke in the casing of an auto swapper.

Electrical.
- But I suspect that the claim is for "Electronic'', maybe 'cos a relay may have a snubber diode, though a solid-state relay may - pedantically - muddy the waters.
A Fuse-box by its useage is a distribution and over-current protection point. Therefore, IMHO, it is "Electrical" as it moves 'power', as has been so succintly put. - All the electrons are idiots, though some of the gizmos supplied with power from the Fusebox may be intelligent...
A printed circuit board is simply a lot of wires arranged in a convenient form for the manufacturers benefit. Neat, tidy, space-efficient etc etc are welcome by-products.
