The only time it went over the bonnet was when he passed the truck going in the opposite direction and the wash colliding caused it to happen and that's when it finally came in. Until then he had no reason to show his feet getting wet so I'd say he was dry until then.
If he didn't know where he was going he did a good imitation of it.
One thing worth bearing in mind is that most europeans don't have the 4WD experience that many Australians do, and don't have the experience to make the decision as to whether what's up ahead is safe or not, and as a result my old man spent many's a winters night pulling everything from busses to little 1 litre tonka toys out of floodways and rivers. But yeah, in this case it's an arse covering exercise by the police.
If the BBC quoted the police as saying "Norfolk Police said the driver seemed to have a fair idea of what he was doing, had a capable four wheel drive, and fair play to him for giving it a shot", there would be uproar, OH&S would be wetting their pants with excitement, and Norfolk police officers would be drawing the dole right about now. Bull**** I know, but safety laws been taken to an extreme are a staple of the UK as well as Australia.
This example isn't even so bad - take the case not so long ago firefighters, police and other emergency services let a a man drowning in 3 feet of water because they were forbidden to to so by OH&S red tape until the "specialists" arrived. This isn't a full flowing open stretch of water mind you - it's a waste deep duck pond in the middle of a park...

My issue is not with the execution of the crossing, which was performed with competence, but with the apparent lack of a recce. Had the road been even partially washed away it could have been a totally different result.
