Can't believe anyone could be capable of doing this.

What leads someone to be able to do this though? Are we all inherently capable of doing something like this, or is it environmental, social factors etc.?

He murdered his grandmother with a hammer several years ago, and has been involved in a few other "incidents" as well (from what I've read).

Why he was let out on the street again is anyones guess.
