I don't doubt India is a fantastic place with plenty of vibrant people.
However I wouldn't feel particularly secure traveling there, particularly with my girlfriend.
Personally I'd love to visit Afghanistan as I think it's a fascinating place with an incredibly vibrant history, but I'm not about to put the people I love at risk for the sake of touring, not to that extent anyway.
Note that this isn't intended to be a criticism of India or it's people as a whole, just this particular one.

Unfortunately rape seems to be common in India, especially against someone who is deemed an inferior caste. I've been there, back in the late 70's, early 80's.
