My case go back about 8 years ago so as you said is a new law.
I made the complain to the police back then and the police took him to court for purchasing goods with a cheque that the account was closed.

It was for about $1700 and the judge was not impressed and sent the bastard to jail for 6 months.
The court ruled that once he was earning money on a job he should start paying but it never happens.
