Just buy a brand-new one. The hassle and worry is not worth it otherwise. Any babyseat that has damaged straps should either be sent back to the manufacturer if they'll fix it, or the straps should be cut and the seat thrown out.
Believe me, you'll have a lot more to get your head around than a baby seat soon enough! And get the seat in the car and checked out and practise using it right away, because they can be a bit of a headache and you don't want to leave that until you're in the hospital carpark - which I've heard of someone actually doing.
