This reminds me when travelling back down the New England Highway from Brisbane in the early '90s with a decorated police rescue officer when we came upon a road accident - vehicle off the road into a culvert. There was no way he would even get out of the County and even look at the car. Having been a member of a VRA (Volunteer Rescue Association) unit I stopped and ran over to the others helping. The elderly couple alleged they had been run off the road but were okay and a bit shaken. Phone calls were made and we were soon on our way.
I tackled the "hero" about his reticence to get involved and he replied we would be there for hours if he identified himself or was even present. He wanted to get back to Sydney and was "not working":censored:
Never seen that before or since in a police officer, but three or four senior officers once did not go to the aid of two of their colleagues where both were shot (one fatally) in the middle of Sydney near Police Headquarters but drove there to report the matter "as they were unarmed".

If he was after brownie-points to infiltrate a bikie organisation it has sure backfired. No doubt more will come out. Not the NYPD's best days.
But for the extremely restrictive gun laws in New York if the RR driver or bystanders had been armed there may have been a different outcome. Certainly would have been in some other States or townships.

Well, yes, but I'm guessing he was sent undercover into the organisation to gather information about a much larger matter. You don't create a new id and background etc infiltrate the gang to run off and blow the whistle at the first felony. One can only wonder what the protocols are when you infiltrate a biker gang. What a crap job that would be.
