Increasing number of motorists crashing into homes and shops lately

Actually I not sure if you need a licence to purchase a car, look at fleet cars, is the entire fleet under the driver's licence of one person?
My unlicenced son and I bought a car and registered it in his name, for him to learn in, we just had to show suffient ID that he was who he said he was.

Perhaps I have expressed myself wrong, these people were not capable to pass the test or never have a car in their own country.
They were prepared to paid 20% or 30% more of the value of the car to have a DL with it without doing the test.
The dealer or salesman have the contacts to get the DL for them :mad:
