I honestly can't see a problem with the purchaser paying the 10c - they can then redeem it anyway.

The manufacturers surely could see the PR benefit in helping run the system side of things, I would have thought?

Corporate see the cost of handling the money (they don't pocked the difference between the distributed and collected) and perceived loss of sales.
