What residents need to do down there is get up in the mornings and walk around the campsites clashing tin garbage can lids, whilst the night owls are snoring off their night hang overs

    Rope!?

A lady of ample proportions then, whose g-string consists of 3 bits of rope and a tarpaulin?

My family has banned me from wearing budgie smugglers unless they are covered by board shorts.

I saw an elderly gentleman shopping at the hardware store where i work at in a business shirt and budgie smugglers.
Have had bogans come through in just silk boxers.
Babies just in nappies that probably shouldn't be. ie look to be 3-4.
Its not just a holiday thing.

The only appropriate place for Speedos (I loathe the term 'budgie smugglers', can't see why we need to be reminded of the existence of genitals so frequently) is whilst actually swimming in a competitive event. Most men don't need to be told that.
I have to wonder how long your friend has been living on the Mornington peninsula? I know of families who have spent every summer camping on the foreshore there for 4 generations. One of the many reasons that I would not choose to live there, surely most others have the same choice. Anti-social and inconsiderate behaviour is the norm wherever humans gather.

Just like most 4WDers dont need to be told that they shouldnt bring their 4WDs into the city.

Is the same down the great ocean road. 25kph in a 100 zone and they wonder why I abuse the daylights out of them.

Asian tourists are by far the worst. They'll drive at 15kph on anything that is slightly twisty, and stop in the middle (literally) of the road to see a koala.

After 15 years of driving the coast road regularly, nothing suprises me anymore.

Interestingly though (probably demographics) Lorne's population goes up 3500 percent in the tourist season, but the generally are well behaved.

Funnily enough, down Rye way is where I will most likely retire to.
You will able to tell when that is, just look out for beached whale alerts.

I would rather go north (QLD) but SWMBO will never agree to that

When I was up there in the 70's it was only about 70k from the coast as the crow flies.
