Maybe if businesses didn't want to have an office in the CBD even though they could survive just as easily elsewhere, maybe the CBDs would not be so congested.

I don't know the exact figures but it is something like this.
Of the 15 billion dollars raised by motor vehicles per year via state, local, fedral, fuel taxes etc only something like 4 billion goes back to roads, bridges, and the like.
The rest goes to completely different areas.........like craig thompsons legal defence or a pollies super found.
I still remember the 3x3 fuel tax in NSW which was suppose fix everything or keatings extra fuel tax because of lead in petrol etc.
We Shouldn't Be Paying The taxes We are Now ......It is a rip off and this latest talk is just a insult and design to suck in younger people to feel a bit greener and those who don't know the figures and cannot remember the previous money slugs.
50% of fuel prices for motor vehicles is tax.........and works the same as pay as you go.

The fuel excise is fixed at AFAIR 48.5 cents per litre.
Add this fact to the declining volume of fuel being sold.AFAIR 7% in 2012, then you have the answer as to why kites are being flown .
Why motoring organisations are pushing this is beyond me.
Aren't they supposed to be working on behalf of members?
Maybe they have found members don't do many Ks and commercial users do lots.

Australian fuel excise is fixed at 38 cents per litre.
GST of 10% applies to the entire "bowser" cost of fuel, inclusive of the excise.

Should be able to employ a large number of staff in a contracted billing company to implement this. Of course will need a call centre, but that can be overseas with the IT and back-office functions (Australians cost too much).
However, maybe it will mean that I will pay less for each of the 6 registered vehicles hanging around, each of which has minimal usage in km and in particular in the inner city areas.
I don't mind if the D3 costs a bit more as it takes up more space (infrastructure) and is heavy (road maintenance), as long as the Smart costs just a few bucks as it takes up less than 1/3 the space and weighs 1/4 as much.
I recall of some mention of vehicle size coming into this as well, hence the comments above.
Or, drop the price of rego and compulsory insurance to minimal across the board and increase the taxes on fuel. Much the same effect in the end.
I think I read that Tony Abbott rejected this idea the day it was released. The Nats. would never cop it - Barnaby would go ballistic!
