Never heard of consultants? It is clearly legit.
Personally, I don't see the problem with the proposed changes, especially since it only seems to be applicable to new vehicles (i.e. not retrospective).

Yep, but usually they are not allowed to impersonate a government website - and this one looks like the real thing. I would have thought their branding would be the main one, with a small government logo.
And to me it clearly does NOT look legit when you compare the website to the site address, but by all means, give them your details, I stand by what I said - I wouldn't give them my email address or personal info...
I've got both pages up on my computer, one from link posted by MattG and the other from the Roads and Maritime Services website I linked earlier and I can flick from one tab to the other and not see any differences apart from a slight change to the URL
