I have read that report before and one of my previous bosses fits that description,exactly.
hmmm..have been attempting to deal with such a person for a while with some escalation in her behaviours recently. It is very disturbing when the person has the power - and reason and professionalism is no defence. It is amazing to see how most people - probably wisely- just agree and dont rock the boat when this person speaks ( and when she speaks it is largely a collection of vague unaccountable statements, incorrect statements and various deflections, assertions and denials). In my case I have come to realise that it is a losing scenario when I clash with her. I think I will just resort to avoidance to get off her radar as much as possible. I think this is what is basically the recommended response because these people will not change.

Too common as they say.
This sounds just like my last boss. Always running around saying wanted the facts and just the facts. Then had the uncanny ability to over ride the recommendation based on experience and knowledge to make the wrong decision. Of course the resulting chaos was the fault of everyone else as he was never wrong.
At the interview stage came across well. Was only when was in the chair true self started to appear. Initially we could not understand what was going on. Contacted a friend who worked for the company he came from who did not know from direct contact however seems had a reputation very similar to what we were experiencing.
Hung on for a while in the hope his disasters would finish him. Ended up I left as it was not worth the stress.
